Hair and fiber of my 35 mm lens?

I just bought a Sigma 21-35mm lens for a project to IM. It is an objective used, but the seller said to be free from dust and damage caused to the target. I know nothing about lenses, but when I change the lens of the light, I could see how hair fibers everywhere. I was wondering if thats "normal" if your not suppose to be there How can I clean them? Any answer helps! Thank you!

If it is dry powder in bulk within a medical camera can easily destroy. (Do not open the lens yourself!) If the material sticks to glass, does have fungus on the lenses. The fungus itself is removable, but may leave marks on the elements or glass coverings. It's certainly something that the seller should have discussed what can seriously degrade the performance and the goal is impossible to resell.
